Economist tallies how much US tax payers hand over to Israel

This is an estimate by Thomas Stauffer, a consulting economist in Washington. For decades, his analyses of the Middle East scene have made him a frequent thorn in the side of the Israel lobby.

They also asked for more than $8 billion in loan guarantees to help the country's recession-bound economy.
Considering Israel's deep economic troubles, Stauffer doubts the Israel bonds covered by the loan guarantees will ever be repaid. The bonds are likely to be structured so they don't pay interest until they reach maturity. If Stauffer is right, the US would end up paying both principal and interest, perhaps 10 years out.
Israel's request could be part of a supplemental spending bill that's likely to be passed early next year, perhaps wrapped in with the cost of a war with Iraq.
Israel is the largest recipient of US foreign aid. It is already due to get $2.04 billion in military assistance and $720 million in economic aid in fiscal 2003. It has been getting $3 billion a year for years.
Adjusting the official aid to 2001 dollars in purchasing power, Israel has been given $240 billion since 1973, Stauffer reckons. In addition, the US has given Egypt $117 billion and Jordan $22 billion in foreign aid in return for signing peace treaties with Israel.
"Consequently, politically, if not administratively, those outlays are part of the total package of support for Israel," argues Stauffer in a lecture on the total costs of US Middle East policy, commissioned by the US Army War College, for a recent conference at the University of Maine.
These foreign-aid costs are well known. Many Americans would probably say it is money well spent to support a beleagured democracy of some strategic interest. But Stauffer wonders if Americans are aware of the full bill for supporting Israel since some costs, if not hidden, are little known.
One huge cost is not secret. It is the higher cost of oil and other economic damage to the US after Israel-Arab wars.
In 1973, for instance, Arab nations attacked Israel in an attempt to win back territories Israel had conquered in the 1967 war. President Nixon resupplied Israel with US arms, triggering the Arab oil embargo against the US.
That shortfall in oil deliveries kicked off a deep recession. The US lost $420 billion (in 2001 dollars) of output as a result, Stauffer calculates. And a boost in oil prices cost another $450 billion.
Afraid that Arab nations might use their oil clout again, the US set up a Strategic Petroleum Reserve. That has since cost, conservatively, $134 billion, Stauffer reckons.
Other US help includes:
� US Jewish charities and organizations have remitted grants or bought Israel bonds worth $50 billion to $60 billion. Though private in origin, the money is "a net drain" on the United States economy, says Stauffer.
� The US has already guaranteed $10 billion in commercial loans to Israel, and $600 million in "housing loans." (See editor's note below.) Stauffer expects the US Treasury to cover these.
� The US has given $2.5 billion to support Israel's Lavi fighter and Arrow missile projects.
� Israel buys discounted, serviceable "excess" US military equipment. Stauffer says these discounts amount to "several billion dollars" over recent years.
� Israel uses roughly 40 percent of its $1.8 billion per year in military aid, ostensibly earmarked for purchase of US weapons, to buy Israeli-made hardware. It also has won the right to require the Defense Department or US defense contractors to buy Israeli-made equipment or subsystems, paying 50 to 60 cents on every defense dollar the US gives to Israel.
US help, financial and technical, has enabled Israel to become a major weapons supplier. Weapons make up almost half of Israel's manufactured exports. US defense contractors often resent the buy-Israel requirements and the extra competition subsidized by US taxpayers.
� US policy and trade sanctions reduce US exports to the Middle East about $5 billion a year, costing 70,000 or so American jobs, Stauffer estimates. Not requiring Israel to use its US aid to buy American goods, as is usual in foreign aid, costs another 125,000 jobs.
� Israel has blocked some major US arms sales, such as F-15 fighter aircraft to Saudi Arabia in the mid-1980s. That cost $40 billion over 10 years, says Stauffer.
Stauffer's list will be controversial. He's been assisted in this research by a number of mostly retired military or diplomatic officials who do not go public for fear of being labeled anti-Semitic if they criticize America's policies toward Israel.

Husband charged with attempted murder

HILLSBOROUGH COUNTY, FL -- An Apollo Beach man has been arrested and charged with the attempted murder of his wife.
Christopher Hanney, 49, is accused of setting his wife on fire in their home on Tuesday.

Investigators say a domestic dispute broke out inside the couple's home on Oxford Garden Circle. They believe Hanney doused his wife with a flammable liquid and then set her and their home on fire.

When officers arrived they found 26-year-old Audrey Mabrey suffering from severe burns. Hanney was in the back yard.

Scientists have since figured out how to grow tiny nuggets of lab meat and say it will one day be possible to produce steaks in vats, sans any livestock.

Pork chops or burgers cultivated in labs could eliminate contamination problems that regularly generate headlines these days, as well as address environmental concerns that come with industrial livestock farms.

However, such research opens up strange and perhaps even disturbing possibilities once considered only the realm of science fiction. After all, who knows what kind of meat people might want to grow to eat?

Increasingly, bioengineers are growing nerve, heart and other tissues in labs. Recently, scientists even reported developing artificial penis tissue in rabbits. Although such research is meant to help treat patients, biomedical engineer Mark Post at Maastricht University in the Netherlands and his colleagues suggest it could also help feed the rising demand for meat worldwide.

The researchers noted that growing skeletal muscle in labs - the kind people typically think of as the meat they eat - could help tackle a number of problems:

Avoiding animal suffering by reducing the farming and killing of livestock.
Dramatically cutting down on food-borne ailments such as mad cow disease and salmonella or germs such as swine flu, by monitoring the growth of meat in labs.

Livestock currently take up 70 percent of all agricultural land, corresponding to 30 percent of the world's land surface, according to the Food and Agriculture Organization (FAO) of the United Nations. Labs would presumably require much less space.

Livestock generate 18 percent of greenhouse gas emissions, more than all of the vehicles on Earth, the FAO added. Since the animals themselves are mostly responsible for these gases, reducing livestock numbers could help

Federal prosecutors dismissed all immigration charges against former Postville meat plant manager Sholom Rubashkin today, one week after a South Dakota jury convicted him of 86 business-fraud charges.

The decision spares Rubashkin a second federal trial on 72 immigration-related charges. But the former vice president at Agriprocessors, Inc. still could spend the rest of his life in prison. The maximum sentence for his convictions adds to 1,255 years. (More @ link above)

Human flesh sold to kebab stand

Moscow - Three homeless men are suspected of having sold human flesh to a doner kebab stand in the Russian city of Perm after allegedly consuming other parts of the victim, Russian media reported Sunday. The alleged cannibals were arrested for killing the 25-year-old with knives and hammers, state prosecutors said on their website.

They are accused of having eaten part of the body and selling other parts to a pirogi and doner kebab snack stand, where it was offered to customers, according to the reports.

Investigators were called in after some of the remains of the victim were discovered at a bus stop. The investigation is ongoing.

Independence police are looking for a man they said tried to rob a bank Tuesday morning.
Tom Gentry, spokesperson for police, said officers were called to the US Bank located at 110 U.S. 24, at about 11:25 a.m. Tuesday.
A bank teller said a black male, possibly in his 20s, approximately 5 foot, 7inches, and weighing 170 pounds, demanded money from a teller. Unsuccessful, the man reportedly left the bank.
No one reported seeing the suspect with a weapon, Gentry said. Six photos of the suspect show him during the attempted robbery.

German goalkeeper Robert Enke suicide stuns football

The world of football is mourning Germany goalkeeper Robert Enke, who died after being hit by a train.

Enke, 32, was struck by a train at a level crossing near Hanover. He had left a suicide note and had been battling depression since 2003.

Oliver Bierhoff, the German football team's general manager, said: "We are all shocked. We are lost for words."

Germany cancelled a planned training session and all interviews after the death of the Hannover 96 player.

Enke's daughter Lara died aged two in 2006 of a rare heart condition, and he struggled to cope with the loss.

Fans flocked to his club's Niedersachsen Stadium overnight to lay flowers and light candles at the gates in memory of their captain, who joined them in 2004. Hundreds more queued on Wednesday morning to sign an official book of condolence.

Hannover 96 removed all links to their regular website content, replacing them with a black page showing the simple words "Wir trauern um Robert Enke" ("We are mourning Robert Enke").

Germany's 1974 World Cup winner Franz Beckenbauer told Bild newspaper: "I feel endless loss and sorrow. When you receive news such as this, all other problems seem small."

Theo Zwanziger, president of the national federation, said: "Robert was a wonderful man, who had to cope with several blows of fate."

Enke started his career at Carl Zeiss Jena and club spokesman Andreas Trautmann said: "The right words don't exist for such a tragedy. We are shocked and our thoughts are with Robert's family. They have our heartfelt sympathies."

Jena, now in the German third division, will open a condolence book for Enke, with the intention that it will be passed on to his family.

The death caused shockwaves across Europe, at the various clubs where the goalkeeper had plied his trade.

Enke's former team-mate at Portuguese club Benfica, Nuno Gomes, told the club's website: "I find it hard to believe that he has died. It is a tremendous loss for world football, the loss of a man of rare qualities in our time. It is very sad news.

"I remember how he was just a young kid when he came here but, from day one, he made a great effort to learn our language and did it very quickly. He was a young kid with a huge desire to reach his goals and learn, a man with a capital M."

The club's current goalkeeper Moreira added: "I am shocked. All the memories I have are good ones. As a professional, he was one of the best to pass through Benfica and he learned to speak Portuguese in three months.

"If it was not for [Tuesday's] tragic accident, I'm sure he would have played in the World Cup."

The two Spanish clubs Enke played for, CD Tenerife and Barcelona, paid their condolences to his family.

Kevin Kuranyi, a striker for Schalke 04, told Bild: "It really can't and should not be true. Robert was such a great person. I don't know how I should tell my wife, she is good friends with Robert's wife. I feel for his family."

The German national federation posted a range of further tributes to the player:

� Christian Wulff (Prime Minister of Lower Saxony): "Germany loses an exceptional athlete and a very compassionate man. He was a role model."

� Michael Vesper (General Director of the National Olympic Committee): "I am shaken to the core. Our thoughts are with his family. This is a tragedy."

� Martin Kind (President of Hannover 96): "An absolute catastrophe, which I still cannot grasp."

� Ewald Lienen (former coach of Robert Enke with Hannover 96): "This loss is beyond words. I feel endless regret and sorrow that he was in such as situation that led to this final act."

Microsoft disconnects Xbox gamers

Thousands of gamers may have been cut off from Microsoft's online gaming service Xbox Live for modifying their consoles to play pirated games.

Online reports suggest that as many as 600,000 gamers may have been affected.

Microsoft confirmed that it had banned a "small percentage" of the 20 million Xbox Live users worldwide.

Microsoft said that modifying an Xbox 360 console "violates" the service's "terms of use" and would result in a player being disconnected.

"All consumers should know that piracy is illegal and that modifying their Xbox 360 console to play pirated discs violates the Xbox Live terms of use, will void their warranty and result in a ban from Xbox Live," Microsoft has said in a statement.

"The health of the video game business depends on customers paying for the genuine products and services they receive from manufacturers, retailers, and the third parties that support them."

Many gamers modify their consoles by installing new chips or software that allows them to run unofficial programs. Some chips are specifically designed to play pirated games.

Microsoft has not said how it was able to determine which gamers to disconnect.

"We do not reveal specifics, but can say that all consoles have been verified to have violated the terms of use," the firm said in a statement.

Reports suggest that the ban does not stop the console from working and only affects a gamer's Xbox Live account.

Industry figures suggest that piracy may cost the video game industry as much as �750m a year.

In other news, a UK court has dismissed a man's appeal against an earlier conviction for selling modification chips - "modchips" that allow gamers to play illegal games.

Christopher Gillham's earlier conviction was upheld by Hereford Crown Court which found that playing counterfeit games on a modified console infringed copyrights. :gloomy:
