A cliff is all you need. You'll get at least 98% KIA from your 86,000 within seconds at a range of say 100ft?
Cliffs are free and require little or no maintenance. The purchase of addtional hardware such as guns and/or ammunition is not required. |

However finding a cliff that is high enough off the ground and having only jagged rocks underneath, or anything if the cliff is high enough, is the hard part. The ones that are within this are usually tourist destinations, plus to kill 86,000 people in this fashion would take more then just a high cliff because after the bodies start stacking up it will be a softer landing and those on the very top may not actually die. Again that is depending on the height of the cliff and what is at the bottom of that cliff...

Biological warfare would be hard to control once germs that you use spread too much. On the other side, chemical warfare requires lots of money and is only useful if you can make sure that you cover at least most of the areas that are to be depopulated. Handling survivors is another cost that you need to add.
Genocide on mass scale isn't as easy as it seems. [quote]How about drowing? Easy and cheap.[/quote Drowning requires lots of time when compared to other methods and isn't as fault-proof.
