False; tipper her upside and shaking her like that is virtually ineffective, to say the least. Her airway could be blocked by a number of things (tongue; or perhaps in this case aquatic vegetation and/or sand). Placing a victim in the "recovery position" (semi-prone) before administering cardiopulmonary resuscitation would allow for the water to clear from the lungs and/or any vomit brought up to exit the body without creating a choking hazard.
