As LKW said, it's an allusion to the "Get a brain! Morans..." guy that was pretty widely circulated ages ago. I use it generally in situations where people quite clearly aren't intelligent enough to be doing something, in this case (probably) killing someone in the process.

but traffic cop or not you still probably shouldent ride your scooter into the middle of oncoming traffic.
